There where glimmers of hope with the purchase of the larger Canaveral Plant, but even that was mishandled and the local authorities hand-cuffed them by limiting the facility's use for failure to go through the proper process. The L-Series was too late and should have been started in the late 90's at a facility that could properly build them.
