    Been there and had similar experiences. Iceland is very easy going and mostly ignores the EU after they jailed their bankers involved in the USofA 2008 debacle. All govts will be going broke before 2030 - the pensions are largely unfunded and bank reserves are minimal - USofA only keeps 10% and EU less than 2% on hand. If I were picking a "bay" area to keep a boat - if not here in Iceland, then Tokyo would be my second choice. Liveaboards are often discouraged as environmental laws continue to change. In some areas, the feebs own the sea floor and states make same claim.

    Oh Boy!! I was born and raised in SF. I can't vouch for the expense or taxes now, except it is Kalifornia, BUT - it really depends where the boat in SF bay is located. If it's on Treasure Island or Ft. Point marina's, y'all need arctic wear, and a large Uber account. If you land in the Oakland Estuary, you'd need sun-block and a good fan. If you end up in Brisbane, it's 50-50. Remember the SF Giant's Candlestick Park? It had the worse winds and cold when the fog bank came in.

    If the vessel is in Sausalito, it's expensive, good wx, and shopping is easy. And realistically, given the most recent news that Kalifornia legislature is trying to pass a bill that further restricts police in the use of deadly force, SF won't let their police use TASER's, and (gasp) personal firearms are very much frowned upon, the OP needs to include expenses for a K9!!

    I just read that the homeless issue on the left coast is so bad that they now have floating homeless camps. And to make sure there is no impact on the environment the governor is about to implement a pilot program where the state will subsidize marinas to take them in. You can’t make this up!!

    I know where there is a medium sized hotel barge that can take about 200 of them if you put four bunks in each room. Fisherman's Paradise is 114m - barge with 1,211,331 L fuel burning rate 1890 L/day - about two years worth of fuel. It will still need a large ocean tug to place it. There are larger barges with accommodations set up for 300-425 men ranging from 95-115m for charter.

    There was an April fools day prank about something like that but it was so close to what you can expect from the California legislature that many people assumed it was real.

    Yay. I read that article this morning. I remember spending night on our first sport fish in Berkeley and neighbor was doing big pile of dishes on the dock. Lol.
