Probably more to do with Kashoggi financial situation at the time. Trump closed it first for 30 million US$, then got a further one million discount to let go the Nabila name.

The yacht was also the reason Benetti went bankrupt in 1983, as Kashoggi opened a lawsuit every other week, which also included a delay in delivery.
Someone involved in the construction told me, the delay in delivery was also due to Kashoggi always updating the build with new elements during construction and the yard accommodating this.

The yacht cost 100$ million new in 1980, probably much less after the lawsuits. The yacht exterior and shell and machinery was 35$ but the rest was for the interior.

Apart Benetti probably Nabila changed the way new build contracts where made.

Khashoggi's build manager and the Principal director of the Nabila build was Mario LaVia. The same Mario LaVia behind the Privilege Yard (P430) debacle.
He bankrupted Benetti, and the Bankrupted Privilege.
He has truly carved out a legacy in Italian Yacht Building.
