The intercooler main O-rings had perished and were allowing salt water to drip into the air side of the tubestack. The intercoolers are now 6 years old.
I've installed yellow C18 in many of my work boat projects and white engines in yachts and can't imagine installing a ball valve would resolve an engine RPM issue. Another thing is waste gates are set to open at the preset pressure that relates to achieved engine speed/engine rated duty cycle. If an engine isn't making either the waste gate won't open so it's unlikely to be the core issue. Is your service guy able to access the fault codes and can you say what the engines rated duty cycle is.
Have the turbo chargers been checked visually? How much boost pressure and fuel pressure are you seeing when the engines are at temperature?
