    Dear Capt Ralph, thanks for the answer
    I'll try to relocate the top fixing hardware, the problem is that in order for me to get both legs on the bilge plate the top hardware must be relocated to the stern which will make the steps even more out of level ( right now they are about 20 degrees of level) when I relocate the top hardware they will be around 35 degrees, which is usable, but very awkward. So much so that Im not even sure that this ladder belongs to this boat
    And unfortunately all SS tube steps is welded to the longitudinal SS tube, which make a expansive proper fix ( cut, align and reweld the whole thing )

    I fear the steps are bent to the vertical rail.
    From your pic, the top hangars are not level, the right hangar is not taking any weight, causing the ladder to skew aft.
    With no support under the after (left in pic) the ladder has deformed.
    They steps them selves look deformed also.

    The problem with stainless welds, they don't bend back well.
    In that tight access, is not the place for a ladder failure.

    You may want to consider having a new, better, more robust ladder made.
    Stainless or alloy.

    What part of FL are you in. We use a great metal fab guy in Jax.

    If a shop is involved to help, who and feed back on their work.
    Open a new thread on this project. We like to watch...
    Maybe one of the YF members can recommend a shop to call.
