Connected correctly, the top battery you mention (makes the 24V) is tied in parallel with the first bottom 12V battery and gets it charge at 12v....

They may be a breaker on the engine itself . Big red button.
You may have a local / remote key switch in the E R. Ensure this switck has power to it. Try key switch in either position .
