I ran a Taiwan built yacht, I have never seen such shoddy welding, very ugly. Just get a local fabricator, it's probably cheaper in the long run....

We build very large and fast RIBs and use Flexiteak for 30 odd years. Good stuff.
Scuppers should be self draining. On big RIBs, they get wet. Never had a problem with a hull filling up by it's self.
