The manufacturer cannot give a statement as to the service life of this item, is not a Racor, when would expect to change these ? are drained on a regular basis with no sign as yet of water.

That is like asking How long is a piece of string.

The life of the filters will depend on how much fuel passes through them and how much material was in that fuel that got removed by the filter, the water sep part should be able to be drained and may have a clear bowl so you can see what is in there.

The mfr says they only make the filter and cannot recommend a change interval. Their tech dept is doing some more investigating.

Fit a vacuum gauge to the engine side of the filter, replace the elements , run the boat and make a note of the vacuum, when it gets to a good negative pressure replace the filter.
