Y'know, it's not just Russian cargo vessels and alleged intoxication. The USCG had an allusion of their own down in The Big Easy.

A U.S. Coast Guard buoy tender carrying the Zulu King and Queen of Mardi Gras and other Zulu royalty crashed into a dock on Monday as it arrived in New Orleans for Mardi Gras festivities.

A spokesperson for the Coast Guard told local media that all power had cut out as the vessel, USCGC Cypress, approached the dock on the Mississippi River.
    (Oh to hear THAT EXPLANATION!!

Is that cooling water coming out the side? If so there was power. Now, whether it was being applied is another thing.

Those boats have Controllable Pitch Propellers.
Loss of power and they default to full pitch forward. Spoke to a machinery guy who worked at the shipyard that built them and he said the scenario was completely plausible, and lucky that there was minimal damage as those Bouy Tenders have ice breaking bows.
