It's a great leap forward. The big problem with this that I see is it's only the USCG that's deferring the requirements of tier III and many yachts in this size are sold worldwide. So it would limit builders like Viking, Hatteras, Princess, Sunseeker, etc. to selling this size only to North American buyers. Then what happens if those owners want to sell them at a later date, are they only limited to North American buyers?
