steering issue

    Good day,

    hoping some wizard on here can help me out with a problem we have been having, basically when in autopilot steering works as expected but when I change over to wheel or jog the rudder goes hard over to port, this is an intermittent fault but does it more than it doesn't. Rudder indicator shows it hard over to port but no indication shows up for rudder control. It is a Wagner system, steering solenoid shows 27vdc constantly on port side in wheel/jog mode but cannot seem to find where the 27vdc is getting the command from.

    Any help would be much appreciated as always
