    To what extent does Rules and regulations regarding safety and classification affect the design of superyachts?

    The rules and regs affect the design and operation/crewing a lot.

    You can see some of them by downloading the MCA Large Yacht Code No 2 aka LY2,( It is a free download from the UK MCA Website) there are also a number of Lloyds Rules that affect the construction if that is the Classification Society if not very similar rules apply on paper for DNV/ ABS/ RINA.

    Exactly right, there are differences in interpretations, or some of them are more relax in imposing the rules. Just as an example, if you have a tender bay you should have a clearance of 60 cm from the water line. I've seen some yachts which had overcome this restriction by installing a temporary part which is removed later on from the opening of the tender bay, because there was not enough space to move the tender freely from the bay.
