    But do they have to be a citizen of Canada. Our do you just have to stay on the boat?

    If the flag is recognized by Canada and granted pratique, then ownership is not usually a problem, the vessel can stay as long as it complies with all local and Federal laws, the individual may have to leave every so often depending on his entry status.
