Bonding Fuel Fill and Fuel Tanks

I am repowering an early 70's 35' Chris Craft Commander with new 8.1L Crusaders and I am installing new aluminum fuel tanks and stainless deck fills which connect to the new tanks via 2"ish fuel hose.

I am unclear as to whether the fuel fill or tank need to be bonded or grounded in order to prevent static electricity build up which could ignite the gasoline. I have done some searching on the topic but failed to find any pertinent information. I am not nearly concerned about crevice corrosion as much as I am about controlling static electricity during refueling activities.

The tanks have been epoxy coated on the outside and then were awlgripped. I seem to recall the old hose have a copper connector between the fill pipe and tank and the tanks themselves were attached to a green bonding wire that went somewhere. The ground or bonding wire was removed and I don't know where it went at this point since the Engine compartment was gutted prior to repainting it. Any information or links would be appreciated. Oh, the old tanks were galvanized steel and the new are 5000 series aluminum.
