I have a 97 45ss. I feel a little stupid asking this question but I'll ask it anyway. My pumps are all on a type of breaker that keeps it from being inadvertently turned off. Problem is that I can't figure out how to intentionally turn the breaker off so I can replace a pump. I imagine this type of breaker was used in all mid nineties Oceans so can someone enlighten me?

Post a picture of the breaker. If it's an ETN, you push in with a toothpick or something and it should pop out.

I would hope a manual/auto pump switch is at your helm somewhere.
It's a plastic boat. One wire at a time is not going to hurt anything if hot.

Before you start ripping pumps out, are you sure it is not the float switch or bad crimp already?
