Importing a european built vessel 2009

hello all, finally found the right boat and getting complicated with question on EPA Certs of engines...Would like to register/Document boat in Puerto Rico for use in US waters only..As is 65 ft and 30 tons, 1040 kw (1500 hp) do i need EIAPP certs and or EPA letter as well?? codes evolved and is unclear to me ..thanks and ps looking to pay a professional to do the import/ customs paperwork if you know a really good one! thanks again
