Is it possible that new marinas can be built slightly off the coast?

If these are permitted to be built, it would side step buying expensive real estate since no one owns the ocean floor. Maybe just build in a bay a few hundred feet from shore, not in the open ocean. Selling expensive slips without buying expensive real estate sounds like a major money maker for the deep state well-connected actors who can proffer the appropriate permits. You're welcome. If the docks are floating, how would this be any different than being in a marina during a hurricane?

They had star docks in Chicago 40 yrs ago. My Dad had to dinghy out to his boat every Friday afternoon and repeat the procedure every Sunday evening. No power out there, you had to bring a can of gas for the onboard generator or 6v batteries.
