Good catch, anything without the Falling Waters WV address is junk mail. I seem to get these every year. At least it is a service that will update your US documentation, just that it cost you more than $0. I wonder if you will have any luck getting this refunded?
Doubt it. It looks 100% legit. People today don't want to do for themselves. So they hire services for everything from mowing their lawns to paying their bills to complaining or even to annoy people they don't like. As long as they deliver the service they advertise they're legit.
When you google vessel documentation its on the top of the page. I guess they pay more then the government to be first. The official website even notes to be aware of third party companies.
