Why do they need permission?? We re just about to drop the hook in Cat and are continuing on in the morning. At this point there are no restrictions to come in the US and the Bahamas actually prefers that we all leave for now.

This sounds like mistaken information. I doubt anyone is prohibited from coming back to the U.S., but I wouldn't be surprised if they're tested and told to self-quarantine for 14 days. Someone mentioned earlier about boats running the border coming up from Cabo. From what I've heard there is no quarantine squad putting violators in jail and nobody left to endlessly float between countries. We're being told to do the right thing to protect our neighbors and those we love, and told what the right thing is. I spoke with a "friend" this morning who thinks this is all a big joke. It'll probably be a long while before I have anything to do with him again. That's the warning people need to consider. Typhoid Mary had very few friends.

Foreign flagged vessel, need a cruising permit for the US of A.
Not sure what the problem is, but heard they are stuck in Bimini.

The original summary of the restrictions stated that vessels couldn't arrive or depart. But if you read the EMERGENCY POWERS REGULATIONS 2020 it states that departing vessels are not regulated.

    But Inbound is.
Could be interesting to leave port and nobody will let you in.
In February, a cruise ship was having that problem.

Yup, and if the owners are American I would just sail over and clear once here.......then the only thing "foreign" is the boat. You use the Bahamas cruising permit from when you cleared in, as proof for the U.S. to get a cruising permit here.

There are severe penalties for not checking in with Customs here in San Diego.
One sailboat that I used to crew on retired from an Ensenada race without checking in with either the Race Committee or Customs and returned to Newport Beach. The next time he went to his boat, he found a large chain and padlock and several Impound stickers on it. That cost him "$10,000.
On one occasion, when checking in to Customs, there was also an ICE boarding party checking us out. I asked the ICE officer how long they had been tracking us, as I'd always been curious. He said that they had monitored us on Radar since Rosarito Beach. Pre AIS, BTW.
Another friend had run outside of the Coronado Islands on his way to Oceanside (North of San Diego) and was pursued by the Coast Guard and escorted to the Customs dock.
I've always felt that there are a good number of young Navy and Coast Guard people learning how to track targets on Radar here in San Diego. Not something I want to risk.

"On the west coast, owners are giving captains the order to bring their boat home. Boats in Cabo are heading home to California in large numbers. There is confusion about USA- MX border closure. I’ve heard of some who are running the border and going directly to their marina without contacting CBP.
Panama Canal is closed to non essential traffic. I know of a 90 foot sport fisher who is stuck trying to transit to the west coast. Told it’s a no-go until further notice."

I'm with you on that. Always told my accountant that as much as I don't want to pay extra, even more I don't want to hear from the IRS. CBP and HS would be right with them on my list. But as we all know a lot of people don't think the rules apply to them (and they're often correct).

That 3/20 entry seems to indicate that boats are being told to stand off until they self-quarantine for 14 days. Could be specific to that vessel though.

That would definitely be the nightmare situation to be in for anyone who doesn't have the range, or stamina, to make it directly to their home country.

Yes- I questioned that myself when the report came in. I suspect it was an overzealous official, who gave poor advice. But the net effect wasn't too much for the captain so he complied.
To be honest, I was planning to work 14-days quarantine into my return plan, but the Anguilla government denied me entry for quarantine in their waters so I decided to steam for FL.

The boat is back: My neighbors pulled in today, but haven’t seen them and no idea if they were told to quarantine or not, flying a US flag in the spreader so they must have cleared in..

Clearing in to the US is the same as any other time. I cleared in Saturday evening, and then had to visit the office on Monday. Same protocols as ever.

Boat, crew and pax was US Citizens?
Many a times I come back from the Bahamas with boat, owner and skipper US Citizen, but one poor guy was from the old country and we all have to jump in the Wagon within 24 hours and show the passports at Port Everglades, just to make sure no people or drug smuggling was going on.
Feel safe now? (My 15 illegal pax could have scattered from the private dock using Uber, but the CBP are protecting us.)

Now, only the foreign passengers need to go visit CBP within 24 hours.
