RORO, Rolled on and Rolled over leaving Brunswick, GA today

Something makes me think that loading procedures were not followed..... Top deck full of pickup trucks and nothing below. They're getting off the next stop.... planners could have done better. No time to move them all. I'm speculating of course, but the alternative is that the engineers got it wrong and there's enough of these puppies motoring around out there to make that a low probability. Anyone know if there's ballast tanks?
