Will someone with knowledge of the 1984 Ocean 46' Sunliner fiberglass fuel tanks help me with the repair/replace decision. I have a small leak that is driving me crazy.

Every Ocean I've ever known, had Aluminum fuel tanks and given the age of your vessel, was the reason they started leaking and needed to be replaced.

If you don' strip off the bottom of the fuel tanks with a stripping line this is what happens, few boats have that capability and , the moisture with the algae slowly eats away at the tanks.

My fuel tanks appear to be fiberglass. If they are aluminum, they are completely encapsulated in roven fiberglass matt.
I know what old aluminum tanks do. I have both repaired and replaced a few over the years.
