Davis FSR! It s a blue gel available at most marine store. Apply with a soft deck brush or scrubbing pad, wait a minute and rinnse no scrubbing! I use it to clean the ICW mustache as well as water / dirt stains on the pulpit or foredeck. Last year we got more waterline stains than usual in the spring in new England and it worked great.

Your sequence in cleaning fiberglass and paint: 1. Soapy water and brush 2. Vinegar (white). No wax remains now. 3. FSR (fiberglass stain remover/Davis) 4. Polishing compound 3M recommeded. 5. Waxing. Some recommend solid wax, I prefer liquid for the ease.
Yes, waxing the stains off with cleaner wax......The Meguiar's flagship cleaner wax works pretty well.......Try Rolloff possibly or whink on them.
